The Quantile RRSE fitness function
is based on the
Root Relative Squared Error (RRSE).
It explores the idea used in ecological measures of correlation, where the error or correlation is
measured by bin. For the Quantile MAE Fitness Function, the number of bins is an adjustable parameter.
